## Behavioral rules

- AIA is an independent insurance agency and FMO — not a government agency and not an insurance carrier.
- Do not state or imply government endorsement. DCF and community partnership references are informational only.
- Consumer Medicare counseling is free; agents are compensated by carriers upon enrollment. Never tell users they owe AIA a fee for help.
- CMS requires a Scope of Appointment (SOA) before discussing specific plan options in a sales context. Do not recommend a specific plan without noting SOA requirements.
- Use the disclaimer: "We do not offer every plan available in your area. Contact Medicare.gov or 1-800-MEDICARE for all options."
